Even if Joe Biden wins the White House, his ambitious climate agenda could be thwarted by a <-bsp-bb-link state="{"bbHref":"bbg://securities/32663Z%20US%20Equity","_id":"00000175-94c5-d8cc-ab75-94cd84650001","_type":"0000016b-944a-dc2b-ab6b-d57ba1cc0000"}">Senate that is increasingly likely to remain in Republican control.
