About This Role

The Sr. Manager of Strategic Outsourcing is responsible for executing external sourcing activities across the Global Safety and Regulatory Sciences (GSRS) department. Reporting into the Director, Submission Sciences, this role will:

  • Provide guidance to GSRS on the contracting and vendor oversight policies and procedures.
  • Ensure company receives the best value for the money spend while assessing the needs and leading the execution of timely and compliant contracts critical to GSRS functions. 
  • Collaborate with internal and external stakeholders (e.g. GSRS Contract Owners/ Subject Matter Experts, Finance, Legal, Corporate Compliance, Procurement, Vendors, Health Care Providers, etc.).
  • Support the External Stakeholder Engagement process in compliance with the Sunshine Act.

Work includes collaborating with procurement on Request for Information (RFI) and Request for Proposal (RFP) processes, selecting the appropriate contract template, making the necessary enhancements to reflect the scope of activities, procuring the appropriate functional,  legal, and financial review, obtaining the appropriate level contract signatures,  and submitting the executed contracts for storage in the corporate electronic repository. 

What You’ll Do

Identification of New Resourcing Requirements (planned and unplanned):

  • Ensure compliance by all GSRS stakeholders on the contracting and vendor oversight policies and procedures in collaboration with Procurement, as needed.
  • Create system to intake and triage new requests/needs of the department.
  • Lead the execution of timely and compliant contracts via defining scope of work and the best path forward, identifying stakeholders, main contact for RFPs, review and score RFPs, participate on vendor selection, request purchase orders, provide onboarding guidance, contract execution, and upload to contract repository.
  • Engagements may include Master Service Agreements and Statements of Work, Health Care Provider Consulting Agreements, and other ad-hoc agreements as needed.  
  • Maintain knowledge of and follow all company policies, as well as educate stakeholders on contract timelines and required processes

Management of existing contracts:

  • Track renewal timelines to proactively identify actions needed
  • Regularly obtain cross-functional review in order to have a portfolio view of needs by month/ year.
  • Actively participate in budget identification and timeline alignments.

Introduce innovation, such as, identify gaps, implement process improvements, introduce standardization, and drive the development of departmental guidance documentation to promote further awareness and compliance with outsourcing and contracting.

Vendor Relationship Management in support of vendor oversight activities including identify/monitor Key Performance Indicators (KPIs) and Service Level Agreements (SLAs), manage Purchase Orders (PO), approve invoices and lead governance planning/meetings.

Qualifications

  • Outsourcing experience minimum 5 years, with biotech or pharmaceutical industry, R&D, Financial and Project management experience desired
  • Experienced in managing key internal and external stakeholders effectively, including a wide range of suppliers
  • Ability to act as process gatekeeper and expert related to outsourcing processes within GSRS initiating, negotiating, and facilitating legal reviews
  • Efficiently and independently perform the duties and responsibilities for this role 
  • Degree in Life science, Business Administration or equivalent. Advanced degree a plus.
