SYNTHESIS

William Kovacic moderated the discussion. Four different topics will be tackled during the discussion. The first one will focus on the question of goals, which raises several issues such as how these goals should be restated. Then, the second topic will be on the substance, in particular, the different reforms proposed. The discussion will then focus on both the legislative process and the federal enforcement agencies. Finally, the last discussion covers the situation of business planners.
