Description of Job

CEO is seeking a Regulatory Associate, Analyst, or Senior Analyst to advance the Office’s work at the Colorado Public Utility Commission (“Commission”). This is considered a hybrid working arrangement, with the option to work remotely as needed for the role. The position title and salary will be reflective of experience. CEO carries out its mission, in part, by intervening in Commission proceedings where it can bring a unique perspective representing the interests of the Governor’s Office and the State of Colorado. This includes advocating for policies that support statewide greenhouse gas emissions reductions, Governor Polis’s priorities of setting Colorado on a path to 100 percent renewable energy for the grid by 2040, and positioning Colorado as a leader in the clean energy economy.


This position will be central to helping to develop nation-leading policies to reduce GHG emissions in the electric and gas power, transportation, and building sectors. This position additionally will assist the Office in advocating for electric and gas utility plans and programs that reduce emissions while supporting Coloradan’s adoption of distributed energy resources. Under the direction of the Associate Director of Regulatory Policy, this position will help review new Commission filings, contribute to strategy and position development, provide on-going support on key Commission proceedings, help prepare all aspects of CEO’s case before the Commission, and engage with external stakeholders. Depending on experience, this position may include sponsoring written testimony. The position will provide autonomy in proposing positions and regulatory strategy, depending on experience, but will be part of the collaborative decision making process on the Policy team. 


The position is a member of the regulatory sub-unit of the Policy Team, which includes staff responsible for representing the Office and the Administration before state regulatory bodies including the Colorado Public Utilities Commission and the Colorado Air Quality Control Commission. The Colorado Energy Office's Policy Team provides ongoing policy, research, and technical assistance on energy and greenhouse gas pollution reduction matters to the Colorado General Assembly, the Colorado Public Utilities Commission, the Colorado Air Quality Control Commission, state and local agencies, and the public. 


Responsibilities:

Regulatory Duties

  • Participate in or lead strategy development as a member of a multidisciplinary team in regulatory proceedings

  • Author testimony and appear as a witness on behalf of the Office

  • Perform research to support the development of testimony and under direction will contribute to drafting testimony, comments, or briefs 

  • Track and manage regulatory filings in the Office Google drive space

  • Participate in weekly Regulatory group meetings and brief leadership on ongoing proceedings

  • Develop and organize testimony, comments, and other filings, as well as internal memos

  • Identify emerging regulatory issues and conduct research to inform the Office’s position

  • Develop new technical expertise

  • Perform other duties as assigned by supervisor


Stakeholder Engagement

Stakeholder work is key to CEO’s engagement at the PUC and the success of work. This position needs to have strong interpersonal skills and be capable of developing and managing key relationships.

  • Develop and maintain relationships with key stakeholders 

  • Build coalitions around common interests

  • Participate in regulatory settlement discussions


Policy Duties

  • Participate in internal policy and legislative development

  • Research legislative policies that align with and further CEO’s statutory mission

  • Represent the Office in state, regional, and national conversations

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • At least 1 year of experience in the energy or policy sector, with preferred experience in regulatory proceedings or at a state agency. 

  • Strong time management and organizational skills 

  • Strong written, oral, and presentation communication skills 

  • Demonstrates a high level of initiative, the ability to work independently, and on a team 

  • Excellent people skills


Preferred Qualifications

  • At least 4 years of experience in the sector, with preferred experience in regulatory proceedings or at a state agency.

  • Preferred knowledge of the utility sector or environmental and air regulation. 

  • Preferred experience within the state of Colorado.

  • Preferred experience working in and awareness of environmental justice topics and policies.
