Appropriations & Community Project Funding Requests

The Fiscal Year 2026 appropriations and Community Project Funding application and submission process is now complete. Community Project Funding allows Members of Congress to request direct funding for projects that benefit the communities they represent.

Below are the 15 Community Project Funding requests, in alphabetical order, that Congresswoman Chu submitted for consideration to the House Appropriations Committee for FY2026.

Project Name: U.S. Forest Service Joint Fire Training Center

Project Description: The funding would be used for a joint fire training center between the City of Arcadia and the U.S. Forest Service (USFS) to facilitate Class-A live fire training. This training site will provide a platform to conduct realistic multi-agency training exercises including structural firefighting, wildland urban interface firefighting, Urban Search & Rescue, laddering, rappelling, roof operations, high-angle rescue operations, and more. It will also be used to conduct multi-agency training between police and fire personnel to improve response times and effectiveness in handling scenarios such as those involving active shooters, bomb explosions, and hazardous materials. The project is an appropriate use of taxpayer funds because targeted fire training contributes to faster and more effective response times for real incidents, potentially minimizing property damage and saving lives. This site will significantly improve the City of Arcadia’s ability to work cohesively with the U.S. Forest Service to protect the Wildland Urban Interface bordering the Angeles National Forest. The Eaton Fire in January 2025 is a recent example of when the Arcadia Fire Department and USFS successfully worked together to protect lives and property at the northern border of Arcadia.

Project Name: South Village Public Infrastructure Improvements

Project Description: The funding would be used to make both on-site and off-site improvements to support the development of the South Village, a walkable, mixed-use, transit-oriented neighborhood with a diverse housing stock and high-quality public spaces. The construction of public improvements, including streets, medians, traffic signals, sewers, storm drains, utilities, and public open spaces, will serve as a catalytic investment to facilitate housing production, increase public transit ridership, and stimulate economic activity in the region. The project is an appropriate use of taxpayer funds because South Village will make a significant contribution to Claremont’s limited and undiversified housing stock, adding over 730 new residences, including over 100 affordable units. It will also introduce 5 new streets, support commercial businesses, and support economic growth and jobs in the city.

Project Name: Fire Station 63 Reconstruction Project

Requested Amount: $4,500,000
Project Description: The funding would be used for the reconstruction of an aging and unsafe facility, including the demolition and reconstruction of Fire Station 63 and the attached training tower that were previously damaged by an earthquake. This project would be an investment in public safety for the community and the health and wellness of first responders. The project is an appropriate use of taxpayer funds because fire stations, like any infrastructure, require maintenance and upgrades over time to ensure they meet safety standards and can effectively respond to emergencies. Fire Station 63 is outdated and had substantial damage from a recent earthquake, making it an unsafe and unsustainable facility in its current condition. Furthermore, the population of Monterey Park has grown since the fire station was originally built and it is no longer adequately sized or equipped to handle the increased demand for fire and emergency services.

Project Name: Pasadena Jackie Robinson Community Center - Facility Improvements and ADA Upgrades

Project Description: The funding would be used to revitalize and rejuvenate Jackie Robinson Community Center (JRCC), a 50-year-old facility located in the historically underserved community of Northwest Pasadena. It will provide for improvements to replace building systems finishes that are worn and beyond their useful life, including facility-wide ADA accessibility upgrades, energy-efficient lighting upgrades, HVAC maintenance, remodeling of community service staff areas; and remodeling of pottery/kiln room to re-introduce the Center's pottery program. The project is an appropriate use of taxpayer funds because it will enhance the Center’s ability to provide recreational and community services to improve the quality of life for low to moderate income households and people of all ages, from youth to senior citizens, who would otherwise have limited to no access to assistance.

Project Name: Regional Public Safety Communications Upgrade - Pasadena Prime Site and Repeater Sites

Project Description: The funding would be used for the upgrade of critical radio site technologies to increase system capacity. The project is an appropriate use of taxpayer funds because it will significantly enhance public safety communication among first responders and essential services personnel, benefiting both the City's population and that of the entire region. By increasing the capacity of the regional communications cell owned and operated by Pasadena, it will effectively mitigate hazardous system loading and overloading during major incidents. This preparedness is crucial, especially with the upcoming World Cup and Olympic Games coming to the region in 2026 and 2028 respectively.

Project Name: Rosemead Garvey Avenue Community Center Renovation Project

Project Description: The funding would be used to renovate the Garvey Avenue Community Center, including the repainting of the entire facility, replacement of flooring, renovation of the existing six restrooms, replacement of the exterior lighting fixtures with brighter and energy efficient fixtures, and renovation of the kitchen. The project is an appropriate use of taxpayer funds because it would ensure the Community Center is a safe, clean, updated environment that can continue to provide vital services to Rosemead residents, particularly the elder population and the City's youth who heavily use the Center.

Project Name: Lower Azusa Road Resurfacing and Americans with Disabilities Act (ADA) Improvements

Project Description: The funding would be used to institute street resurfacing and ADA improvements for Lower Azusa Road, a major east-west corridor that runs through the City of Temple City. Constructing sidewalks in compliance with ADA standards will bolster pedestrian mobility and accessibility, and improving arterial performance will improve the flow of traffic citywide and regionally. This project is an appropriate use of taxpayer funds because it ensures this major, regional road adheres to ADA regulations through sidewalks that are accessible to all residents and will ease traffic congestion through arterial performance improvements.

Project Name: Altadena Community Center Facility Improvements and ADA Upgrades

Project Description: The funding would be used to install updated fixtures, lighting, HVAC, and ADA accessibility upgrades in the Altadena Community Center, the sole remaining community center in the immediate area following the January 2025 Los Angeles fires. The project is an appropriate use of taxpayer funds because it will allow the Altadena Community Center to serve as a hub for the County of Los Angeles Department of Consumer and Business Affairs’ (DCBA’s) Center for Financial Empowerment, offering in-person tax assistance, credit building, and consumer protection resources for residents who may lack internet access or prefer in-person support. The center will also expand services tailored to Altadena’s disproportionately large senior population by incorporating additional financial education, consumer protection resources, and workforce development, ensuring that all residents have access to the tools and support they need to achieve long-term stability. Located near HUD-designated Qualified Census Tracts, the upgraded center will meet the needs of vulnerable residents facing high poverty and housing instability, while reducing reliance on taxpayer-funded safety net services through increased financial security and community resilience.

Project Name: Foothill Transit Zero Emissions Bus Program

Project Description: The funding would be used to replace 6 retirement-eligible compressed natural gas (CNG) buses which are at the end of their life cycle and are eligible for Federal Transit Administration (FTA) regulated retirement. The project is an appropriate use of taxpayer funds because this deployment of zero emissions buses will deliver cleaner, smarter transit service and mitigate poor air quality in one of the nation’s most congested regions. The program also involves construction of fueling stations throughout the service area to support a fully zero emissions fleet. As the primary public transit provider in the San Gabriel and Pomona Valleys in eastern Los Angeles County, Foothill Transit serves a population of 2 million residents and has broad reach to several employment hubs, large universities, community colleges, medical care providers, and other vital services.

Project Name: Altadena Public Sewer Enhancement Project

Requested Amount: $5,000,000
Project Description: The funding will be used to extend sewer services to approximately 600 properties in Altadena, an unincorporated area of Los Angeles County, that currently rely on septic systems or did so prior to the Eaton Fire in January 2025. This project will connect these properties to the municipal sewer system, improving public health and safeguarding the environment. The Consolidated Sewer Maintenance District (CSMD) already serves 14,292 parcels in Altadena, but about 600 parcels are not connected and depend solely on septic systems or cesspools for wastewater disposal. The Eaton Fire caused widespread damage, affecting 5,950 parcels within the CSMD and an additional 370 parcels on septic systems. The fire has exacerbated the vulnerabilities of these systems, including the risk of groundwater and surface water contamination, along with rising maintenance and repair costs for homeowners. The proposed sewer project will extend the existing public sewer infrastructure to serve these 600 properties, incorporating 50,125 feet of gravity sewer pipe, 236 manholes, 7,576 feet of pressurized sewer pipe, and 13 pump stations.

Project Sponsor: San Bernardino County
Project Name: San Bernardino County Sheriff’s Helicopter
Project Sponsor Location: 655 E. Third Street, San Bernardino, CA 92415
Requested Amount: $5,000,000
Project Description: The funding would be used for the purchase of a Helicopter to support tactical operations such as fugitive apprehensive and high-risk warrant servicing, rapidly respond to critical incidents such as active shooters and perimeter containment, provide air support for search operations involving criminal suspects or missing persons under suspicious circumstances such as kidnappings or abductions, and to conduct search and rescue operations in San Bernardino County as well as mutual aid requests in neighboring regions. The project is an appropriate use of taxpayer funds because it will help the Sheriff’s Department and partnering improve law enforcement response to critical incidents in the most treacherous terrain often unreachable by ground crews.

Project Sponsor: San Gabriel Valley Regional Housing Trust
Project Name: San Gabriel Valley Regional Housing Trust Project Pipeline 
Project Sponsor Location: 1333 S. Mayflower Avenue, Suite 360, Monrovia, CA 91016
Requested Amount: $2,000,000
Project Description: The funding would be used for site acquisition, construction, and capital improvements of affordable housing developments as prioritized by the SGVRHT Board of Directors. The SGVRHT maintains the San Gabriel Valley Project Pipeline, a list of affordable and homeless housing projects in need of gap financing. The SGVRHT affordable housing project pipeline identifies over 700 units of proposed affordable housing and 100 shelter beds that could advance to construction if provided relatively modest federal funding. Subgrantees are restricted to nonprofit developers or cities that are constructing homeless housing or affordable housing projects. The project is an appropriate use of taxpayer funds because the need for affordable and homeless housing in the San Gabriel Valley has been declared a crisis, and to date the SGVRHT has already supported the development of 800 permanent housing units, as well as four interim shelter sites providing 130 beds.
