Enver Hoxha wanted 700,000 of these bunkers built, and Albania only had two million people. It was a monumental waste of resource and manpower, in a country that was starving. When Hoxha died in 1985, this mad project was finally stopped at 200,000 bunkers. I've seen maybe a dozen of these.
